Civ 6 mods subscribed but not downloaded

Edit: anyone else having this problem, deleting the files in the cache folder and relaunching helped. I recently purchased Complete Edition through steam, trying to install my mods through it. ~150 subscribed, now I got to mods, "get mods" it opens the browser but

I had subscribed to a good 40+ mods in the workshop but whenever I would start the game the mods would never install. it was installing the mods it was still downloading them, I just had no way of knowing. 6 years ago. The library page says that I have all the DLC in my library but none of the DLC leaders are showing up. I've checked the additional content page and they're not there nor are any of the mods I've downloaded from steam. Hi r/civ, Running into an issue with Civ VI.
